The canadian dental care plan (CDCP)

Combined household income levels for eligible Canadians (must be below $90,000 /year)
Below $70,000 Eligible for 100% of CDCP fee. Patients may face additional charges
$70,000 - $79,999 Eligible for 60% of CDCP fee. Patients may face additional charges
$80,000 - $89,999 Eligible for 40% of CDCP fee. Patients may face additional charges

EXAMPLES OF THE COVERAGE:

Scenario 1

  • A given patient with a combined household income of less than $70,000/year would be eligible for 100% of the CDCP fee. In this
  • $125.00*0.8 = $100.00 of coverage
  • This leaves a 20% balance for the patient to pay (in this example, $25)

Scenario 2

  • If a given patient has a combined household income between $70,000 and $79,999/year they would be eligible for 60% of the CDCP fee. In this example:
  • $125.00*0.8 = $100.00 (full CDCP fee)
  • $100*0.6 = $60.00 of eligible coverage due to income level
  • In this example, the patient has to pay $40 (the ‘co-pay‘ portion) +$25 (the ‘balance billing‘ portion) for a total of $65.00.

Scenario 3

  • If a given patient has a combined household income between $80,000 and $89,999/year they would be eligible for 40% of the CDCP fee. In this example:
  • $125.00*0.8 = $100.00 (full CDCP fee)
  • $100*0.4 = $40.00 of eligible coverage due to income level
  • In this example, the patient has to pay $60 (the ‘co-pay‘ portion) +$25 (the ‘balance billing‘ portion) for a total of $85.00

WHO IS ELIGIBLE FOR THE CDCP?

  • Not have access to dental insurance
  • Have an adjusted family net income of less than $90,000.
  • Be a Canadian resident for tax purposes.
  • Have filed their tax return in the previous year.

The CDCP coverage is in the stages.

  • Starting in mid-December 2023, letters were mailed to seniors aged 87 and above who may qualify,
  • followed by those aged 77 to 86 in January 2024,
  • then those aged 72 to 76 in February 2024,
  • those aged 70 to 71 in March 2024,
  • Seniors aged 65 to 69 may apply in May 2024,
  • Children under age 18 may apply starting in June 2024,
  • All remaining Canadian residents can apply starting in 2025.

What does dental insurance include?

Not having access to dental insurance is defined as:

  • No dental insurance through your employer or a family member’s employer benefits, including a health and wellness account.
  • No dental insurance through your pension (previous employer) or a family member’s pension benefits.
  • No coverage through a professional or student organization; or
  • No dental insurance purchased by yourself or by a family member through a group plan from an insurance/benefits company.

What will be covered and how much?

  • Preventive services, including scaling(cleaning), polishing, sealants, and fluoride.
  • Diagnostic services, including examinations and X-rays.
  • Restorative services, including fillings.
  • Endodontic services, including root canal treatment.
  • Prosthodontic services, including complete and partial removable dentures.
  • Periodontal services, including deep scaling.
  • Oral surgery services, including extractions.

Why are you charging an additional fee (balance billing)?

This charge is the amount not covered by the CDCP. Health Canada decided not to cover the full costs of treatment through the CDCP, so patients must make up the difference.
